A roof tear-off is the heaviest thing most Biloxi homeowners will ever put in a dumpster. Asphalt shingles weigh far more than their bulk suggests, some tear-offs remove two layers rather than one, and when the old decking has rotted from years of Gulf humidity and slow leaks, the plywood comes off too. The result is a load that reaches a container's weight allowance well before it reaches the top.

Why the Coast tears off so many roofs

Biloxi sits in the path of the storms that matter on this coast. The city lists Camille, Frederic, Elena, Georges, Katrina, Nate and Zeta among the major flood-producing storms since 1969, and hurricane season runs from June 1 through November 30, with August and September the riskiest months. Wind damage, insurance claims and plain aging keep roofing crews busy, and every one of those jobs needs somewhere to put the old roof.

The FORTIFIED roof grant

In 2026 the state added a new reason. Under Senate Bill 2409, the Mississippi Insurance Department began running the Strengthen Mississippi Homes grant program on July 1, 2026, for homeowners insured with the Mississippi Windstorm Underwriting Association for three consecutive policy years, with up to $10,000 per home toward a roof built to the FORTIFIED Roof standard. The first two certified roofs under the program were announced in mid-October 2026, and a statewide rollout to homeowners outside the wind pool is expected in early 2027. A FORTIFIED roof is a full replacement rather than a patch, so every grant roof is also a full tear-off and a full container.

Sizing a roofing container

Roofers count in squares, a hundred square feet of roof each, and that is the right unit for the container too. Give the square count, the number of layers coming off, and whether decking is being replaced. A small or mid-size container with a generous weight allowance is often a better fit than the biggest can available, because a large container filled with shingles can end up too heavy to lift legally. On a big roof, two planned hauls cost less than one overloaded container and an argument about overage.

Placement for throwing

Roofers want the container as close to the eave as possible, so debris goes straight from the roof into the can instead of onto the lawn and into the flower beds. That usually means the driveway, angled toward the side of the house with the most roof. On a raised house the drop from the eave is longer, and a tarp along the wall catches what misses. Keep the container off the swale and away from the street ditch. Nails and granules that wash into Biloxi's drainage clog it, and the city prohibits dumping into ditches and streams.

What goes where

Shingles, felt, synthetic underlayment, flashing, drip edge and decking all belong in a Class I rubbish load under Mississippi rules. Keep out what rubbish sites cannot take: tubes of sealant and cans of roof cement still holding product, paint and chemical containers, and anything liquid. Metal roofing panels are fine in the container, though some crews pull them out for scrap. A roof replaced on a schedule tied to an insurance adjuster or a grant inspection needs the container in place the day tear-off starts and gone before the final photos.

Raised houses and steep pitches

Plenty of Biloxi homes sit high on pilings or piers, and some older ones have steep pitches. Both mean longer drops and more debris landing short of the container. Ask the roofer how they plan to get material into the can, whether by chute, by throwing from a lower section, or by carrying it down, and place the container to suit their method rather than the other way around.

What it costs

The price is the container, the rental window, the tons included and the overage per ton above them. On roofing jobs the overage line is the one that decides the final number. The pricing page shows published Gulf Coast ranges, overage rates included, so a roofing container quote can be checked before anyone signs it.

Half the value, and the whole house is new construction

The City of Biloxi's 2023 floodplain guidance says that if improvements, additions or repairs to an existing structure in the flood zone cost at least half of its market value, materials and labor counted, the city and the National Flood Insurance Program require the entire structure to meet new-construction requirements, including elevation to one foot above the base flood elevation. Nearly half of the land in Biloxi is in a special flood hazard area, nearly all of Point Cadet is in a flood zone, and dumping into ditches and streams violates city ordinance Sec. 9-1-15.

Why it matters: A remodel that crosses the half-value line turns into an elevation job, and the debris multiplies with it. Containers also have to stay out of the ditch line, which in a city this low carries the street's runoff.

Curbside service stops at contractor debris

Biloxi's trash guide says garbage, recycling and yard trash are collected under a contract through the Harrison County Utility Authority, and that contractor-generated waste such as construction debris, or limbs left by tree or lawn services, will not be picked up because removal is the contractor's responsibility. Concrete, asphalt, dirt and tires are also on the not-collected list, and nothing placed in the right-of-way in front of an empty lot is picked up. A 2016 city notice directed contractor debris to the rubbish landfill on Hudson-Krohn Road.

Why it matters: Any renovation, roof or demolition in Biloxi needs its own container and a permitted place to dump it. Debris piled at the curb gets left there.

Two classes of rubbish site decide where a load can go

Mississippi rules let a Class I rubbish site accept construction and demolition debris, brick, concrete, cardboard, vegetation, furniture and similar waste, while a Class II site accepts only natural vegetation and inert material such as brick, mortar, concrete, stone and asphalt. Household garbage, liquids, paint and chemical containers, whole tires, batteries, refrigerators and air conditioners are barred from both. MDEQ's active facility listing shows a Class I rubbish landfill and a transfer station at 14339 Hudson Krohn Road in Biloxi, further Class I sites near Pass Christian and Saucier, a Class II site on Road 510 in Biloxi, and the county's municipal solid waste landfill at Pecan Grove near Pass Christian.

Why it matters: What is in the container decides where it can be dumped. A clean load of concrete or brick qualifies for the simplest sites, mixed renovation debris needs a Class I site, and household garbage needs a landfill rather than a rubbish site.

Katrina left Biloxi nearly three million cubic yards

By July 22, 2007, the City of Biloxi had hauled more than 2.94 million cubic yards of Hurricane Katrina debris and estimated more than 98 percent of it removed, with debris removal and disposal projected to cost $79.7 million. At the six-month mark, unburnable debris made up 1,625,112 of the 2,078,194 cubic yards hauled from city streets and rights-of-way. By August 2007 the city had issued more than 3,984 building permits for storm repairs.

Why it matters: Public debris contracts clear streets and rights-of-way. What comes out of a damaged house, from sheetrock to slab, is the owner's or the contractor's to remove, and on this coast that work arrives in waves after every storm.
