Sometimes, but in Biloxi the street is public right-of-way, and a roll-off parked on it is an obstruction the renter answers for, so the driveway or the yard is the default spot. If the street truly is the only option, clear it with the city before the truck comes, and on Beach Boulevard, which is U.S. 90, expect the state highway department rather than the city to have the say.

Six boxes, about thirty seconds. You pick when to be called back, and that is when the phone rings.
Or call (228) 250-0380The common roll-off sizes take up less ground than most people expect. One Harrison County hauler lists its 10, 15 and 20-yard boxes at the same exterior footprint, 8 feet wide and 14 feet long, and describes them as fitting in a standard parking spot; only the wall height changes. Its 7.5-yard box for concrete and fill is smaller again, 6 feet by 12. So the real question on most Biloxi lots is not whether the box fits but whether the truck can reach the spot: a straight run to back in, firm ground, and nothing low overhead when the bed tilts to set the container down.
If a driveway, gravel pad or side yard gives the truck that, put the box there. On private ground the box is between you and the hauler; in the street, whoever maintains the road has a say too.
City streets. Biloxi's Engineering Department reviews requests to dig in city rights-of-way under Sec. 17-2-10 of the city code, and fill permits under the flood damage prevention rules. The department says those two are the only permits it has a role in, and it sends everything else to the Community Development Department to confirm what applies before work starts on public or private property. A container that will sit on a city street belongs in that second category, so Community Development is the first call.
Beach Boulevard and the interstate spur. U.S. 90 along the beach and I-110 are state routes maintained by the Mississippi Department of Transportation. A roll-off parked on a state highway shoulder is not something a city office can approve on its own, and a beachfront address with no driveway space needs that question answered before booking.
Outside the city line. Some addresses north of the Back Bay sit inside D'Iberville or on Harrison County roads rather than Biloxi streets. Check which government maintains the road, because that is the office to ask.
Mississippi's criminal code has a short, old section on this. Under Miss. Code Sec. 97-15-37, anyone who obstructs a public highway in any manner and does not remove the obstruction immediately commits a misdemeanor, punishable by a fine of up to $50, a week in jail, or both. An approved, marked container is not a pile left in the lane, but an unapproved box blocking traffic is exactly what the statute describes.
Biloxi's solid waste collection guide sets placement rules for curbside pickup that make a good test for a container too. Waste should sit three to five feet from the curb and should not block the roadway. Piles should not go under power lines or tree limbs, and should stay clear of mailboxes, fire hydrants, and gas and electric meters. If a 14-foot box would cover a hydrant, crowd a meter, or put the truck's cables into a line or a live oak limb, it is in the wrong place, street or not.
Many Biloxi streets drain to an open roadside ditch rather than a curb and gutter. A box set across it can crush the edge, dam the runoff or let debris wash in, and the city treats dumping into ditches as an ordinance violation. Keep the box on the yard side, and keep sidewalks open.
Hurricane season, June 1 through November 30, adds one more reason to keep the street clear. After a storm the right-of-way is where residents stage limbs and wrecked contents for public debris crews. A private container in the lane slows that sweep for the whole block.
